Has anyone else made effort to sign with their toddler, to no avail?

From the time he was 9 months, I’ve been signing all sorts of things, all day. More, eat, milk, cat, dog, all done, ball, sleep, change, mommy, etc. He is 13 months now, and I think he understands what I’m signing, but he has not signed anything to me, even once. Do some kids just never catch on? I keep reading that most kids do it by 12 months, but we’re past that mark!

PS Please no answers about siNGing – I’m talking about baby hand sign language for hearing babies.

We have been signing with our twin daughters since they we’re about 9 months old too, and they are 23 months now and can sign so many signs over about 45 different signs. We also supplemented our signing with videos, like My Baby Can Talk, and Signing Time. They combine the signs with songs. We are trying to encourage our girls to continue with the signing, as we feel it would be a great ’secret’ communication between the two of them.
