The free Voluntary Pre Kindergarten Program for Florida was signed as law in January 2005. It was designed as a pre school preparatory program that develops the children’s skills in pre-reading, pre-math, language and social interaction. It is based on the fact that the most crucial developments in brain growth and development occurs between the ages of four and five. This is the time when the child’s ability to focus his or her attention is developed and the ability to follow directions is first established. The Voluntary Pre Kindergarten Program law has made the Agency for Workforce Innovation (AWI) responsible for the day-to-day management of the program; the Department of Children and Families (DCF) responsible for giving licenses and credentials; and the Department of Education (DOE) responsible for standards, curriculum, and accountability. They provide leadership and guidance to the various early learning coalitions, school districts, and public and private providers that implement the VPK program.
Among the characteristics of the Voluntary Pre Kindergarten Program are high standards of literacy, curricula that are developmentally appropriate, class sizes that are efficient and manageable, and well qualified teachers.
There are two options for the Voluntary Pre Kindergarten Program. One is the school year program with 540 instructional hours while the other is the summer program with 300 instructional hours.
Among the requirements of the law are a maximum class size of 18 children for the program given within the school year, and a maximum class size of 10 children for the program given in summer. There should always be one instructor for every 10 children, though.
Instructors for the Voluntary Pre Kindergarten Program given during the school year should have an associate’s degree in child development, or an associate’s degree or higher in an unrelated field with six credit hours on child development or early childhood education plus 480 hours of experience in education or child care for children up to age eight.
Instructors for the Summer VPK Program should hold a current Florida Educator Certificate, or a Bachelor’s Degree or higher in any of the following: early childhood education, pre-kindergarten or primary education, preschool education, or family and consumer science.
